This depends on his work and activities.

If he is working against Islam and Muslims, his salary is haram.

As for the lawyer, if he is taking cases and applying the rule of secular states, this is forbidden as one can only rule with the Islamic law except in cases that he is defending the rights of the oppressed and the likes.
